I would consider those levels to be an acceptable minimum (maybe there something similar where OP is located). OP should not have to shoulder more of the bill if the heat is at the bare minimum of acceptable, that's crazy... It's not like OP is asking to jack the heat to 75* 24/7. [/quote]
