I wondered if there was cooperation at all levels to ensure the investigation found nothing because the complaining parents are white. This past year a white teacher won a basis case against a black principal in PG County. I am not saying it's "reverse racism", I am just saying it's possible that there was a desire to prevent white parents from being successful with complaints. Maybe the thinking was if one white parent comes in and complains and wins, they all will think they can do it.
I think it's more of an effort to protect self, regardless of the race of the accusers. Think about the wording of the finding and what it takes to prove abuse. Any bruises or marks? Any adult witnesses (who will talk)? That finding was easy to make, and the teacher is gone. Yet the principal is gone too. Go figure.
