This past year a white teacher won a basis case against a black principal in PG County. I am not saying it's "reverse racism", I am just saying it's possible that there was a desire to prevent white parents from being successful with complaints. Maybe the thinking was if one white parent comes in and complains and wins, they all will think they can do it.

No, no one should "cough up" that information for you here. There was a recent article stating that the school system found no evidence of corporal punishment. So regardless of whether it actually occurred, it is not a good idea to name the teacher here.
I suggest that you tap the grapevine in MCPS and see what info you can gather there about your sub.
Can you link the article? It's confusing - if there was "no evidence," then why is the principal out? I also wonder what the standard of proof is here. If there is "no proof" other than the word of 6 year-olds, then I understand not making a decision on solely that information. On the other hand, it still leaves the question of what happened to Mr. Abi.
