If not, perhaps he's having a language barrier issue. If you want to go the tutoring route, reach out to smarter kids in the school - I'm sure you could pay them around $20 or $25 an hour. But first, your son needs to go to his bio teacher tomorrow and say "I am completely lost, don't think I'm going to pass this week's quiz, and really need your help. When do you have remedial time?"
