The reason why they did this is because people with money were cheating by buying off teachers, test proctors, etc... They wanted to level the playing field. Not saying it's right. But these people don't really have the types of opportunities we have here. But you are right, when groups of people cheat, generally people dislike them, kiind of like the big corporations or rich people that cheat on taxes and/or have offshore bank accounts to avoid US taxes.
