But she also may be acting out because this is part of her mother's pattern of behavior of changing the game or failing to keep promises, and your niece is sick of it, and a planned wedding is very high emotional ground to take a stand.

Now this is a wedding, which can be accomplished on the cheap--it's not like it's a promise to take care of someone's medical care.  It's about the size of a party attached to the real event, all the more reason to stay out of it.

Let's put it another way, and that is, if you get involved, there's little chance you'll make a difference, and a big chance one or both will at one point resent you and wished you would "butt out."
