Not the PP, but a big part of the delay in realizing Relisha was missing was that the mom told several people that she was with "Doctor _______" (the guy who ended up killing his wife and then himself).  Her misleading people asking where Relisha was (and no one doing real follow up until the school figured out something was up) delayed any investigation for weeks.

Also, somewhere (facebook? instagram?) somewhere the mom posted photos of her and her fiance with a lot of cash.  Thus the theories that she sold her to traffickers, although I think she only sold the poor girl to one horrific person: the janitor at the shelter.
