Usually they come early for before-school care.  I worked outside the polls on Election Day in November, starting before 7 a.m., next to the curb at a WOTP school that is also a polling place.  Nearly all of the early drop-offs came in Maryland cars.  It was very noticeable.  [/quote]

I realize that this won't cover all situations, but the almost 2,000 children who are legal wards of the District can be placed with a foster home within 50 miles of DC or with a family member who lives in MD, Because the kids are DC residents under the law they are entitled to go to school in DC wherever DCPS can place them. Some of these kids are in NW schools. Please be kind, although you won't know who they are, these kids have enough to worry about.[/quote]
