[/quote] If there really is some crazy guy walking around with a 5' stick, shaking it at any dog behind an enclosed fence, then that's probably a violation of something because he's basically weilding a weapon. I'd call the cops if that's actually the case. I'm doubtful that's the full situation, but if it is, pretty straight forward. There are loose dogs roaming my neighborhood every day. The neighborhood listserve gets about 1/5 of its traffic from friendly neighbors trying to find the owner of loose dogs before calling animal control. Owners take their dogs, unleashed, on walks covering a route that passes right in front of the kid's play area. It's not a dog park. It's not even a regular park with grass. It's just a children's play structure on sand. Yet, unleashed dogs roam by. Half the time that I go for a walk with my baby, an unleashed dog runs up to me barking. Hopefully, where you live and where OP lives, dog owners are actually responsible law abiding citizens in which there would be no reason for some crazy guy to carry around a 5 foot stick to defend himself from loose dogs, but I'm sure you can understand why some of us are sceptical that all the dogs involved in this situation are leashed when they are legally required to be.
