I get that many object to the specific formulation, but most reasonable people would agree that each of the metrics USNEWS measures pertain in some way to the college experience. How is that improving the college experience is somehow a bad thing? IMHO the increasing importance of the USNEWS rankings in the past generation has forced schools to pay attention to things that matter to students (such as class size and facilities) instead of just fund raising and athletics.
