I went to UVA Law 15 years ago and also paid 12k. But what I understood at the time was that the state was no longer going to provide funding for the school and therefore the in state tuition would be raised over time to be more comparable to out of state. Maybe the same thing happened at William and Mary?
I just checked and UVA is now 47k in state....

Many question USNEWS, but it remains the only ranking that matters to schools because the USNEWS rankings drive applications.
Since they suck at their jobs reporting news and go out of business....their opinion is suspect . Shanghai world and times of London are the academic standard now .
