Otherwise nothin gonna happen.[/quote] It's not a question of compromise, it's simply a function of the way our government works. The courts would evaluate each of those things in isolation to determine whether they are Constitutional. For the same reason you couldn't trade gun regulation for restricting the freedom of speech or religion in a certain way. Even if it could work that way, given the proposal that if one was found unconstitutional the other would sunset, and given that courts are already striking down voter ID laws, that's not much of an offer.[/quote]
