I say anywhere in CA. You cannot lose with Cali.
Have you ever lived in California? I'm not sure if I'd want to live there again. Mountain View doesn't have a great feel, to me, and it's very expensive. It's true that you'd be in state for the UCs. On the other hand, many of the UCs are very tough to get into now. Phoenix is a nonstarter for me. I don't like the desert and the water issues are serious. Much of California has water issues too. Many people like the Twin Cities and speak of the high quality of life there. Rhode Island does have that old Italian feel, and it's not my favorite New England state by any means, but I'd probably vote for Providence. It's one of those eastern coastal cities, like Portsmouth and Portland, that's seeing a lot of nice growth and change. Not prohibitively expensive, lots of interesting people and cultural life due to Brown and RISD, and proximity not just to the coast but to many lovely places.
