Eye roll away. While I cannot speak for all counties, FAIRFAX COUNTY does in fact state if a provider is caring for ONE child they must have a valid permit in order to do so. So no, it is not optional in all counties. Know your facts before you spew

I'm sympathetic to the lack of options, what with my child attending a center where the majority are receiving a subsidy to attend and we pay full tuition...but this is just as much the fault of the parents:
