VT and JMU are certainly possible (Tech admission can really depend on major). You may also want to consider UMW, VCU, and CNU for in-state. UDel and Pitt are possible OOS options. This student will still have plenty of solid colleges to choose from. Just be realistic and apply widely to a range of schools.
