It seems this happens quite often in cities.  I have a friend in Brooklyn whose back garden was infested with rats once construction on a huge apartment building began down the block from her.  Frightening.  Thankfully they pay rent so the landlord took up the issue. . .but OMG.  She sent some video that scared the friggin daylights out of me.  It was like The Birds, but with rats.
