Yes, there are kids who only or mostly care about rankings but there are also a lot of kids who really care about fit. I have a sophomore at Tufts...most of her friend either ED1 there because it was there top choice or ED2d after not getting into Brown (or, for a few, Harvard). For many, many kids, those two schools offer similar appeal. You don't find a lot of kids at Tufts who decided to go there after not getting into Penn or Columbia--the vibe is too different. And a lot don't want to be in the south or midwest so the "higher ranked" Wash U or Emory aren't appealing (and these kids know that 10-15 spots on the U.S. News ranking is meaningless when it comes to the quality of the education at Wash U vs Tufts and they'd prefer Boston over St Louis).
