They are awarded to a research team who competes for them based on the proposed research. The government should stay out of that. The research belongs to the taxpayers that pay for it and we should try to get The highest quality researchers to produce it regardless of their institution.[/quote] Sure, but for now and the next few years, the awarding of federal research grants is likely to have more restrictions or considerations than in the recent past. Things change; and the awarding of federal funding of university research is included in the changing landscape.
