[/quote] There is a difference between being "tied to" legislative obligations and necessary to carry out legislative obligations. I spent many years at the CFPB, believe in the mission and respect the people. But the argument that ALL of the jobs are needed is not a strong one. There is no legislative obligation to bring a certain number of enforcement actions, conduct certain types of research, issue most regs, build out every bell and whistle in the complaints program, etc. And this is before even getting into all the people in the Operation division. [/quote] Right, because that's not how legislation is written. And to expect that level of precision from statutes is absurd. It's never written specifying the number of enforcement actions that need to take place or that there needs to be HR personnel, IT personnel etc allowing the agency to function. It has always assumed the good faith of the executive and that the executive was following his oath to faithfully execute the laws. [/quote]
