There is a difference between being "tied to" legislative obligations and necessary to carry out legislative obligations. I spent many years at the CFPB, believe in the mission and respect the people. But the argument that ALL of the jobs are needed is not a strong one. There is no legislative obligation to bring a certain number of enforcement actions, conduct certain types of research, issue most regs, build out every bell and whistle in the complaints program, etc. And this is before even getting into all the people in the Operation division.
