+1.  That’s your answer, OP.

I am a woman and have been happily married for 17 years.  I also have the world’s friendliest dog who wants to play with every dog she sees on a walk.  If based on the other dog and owner’s body language they might be up for saying hi, I’ll say something along the lines of “my dog is very friendly.  Is it okay if she says ‘hi?’”  While the dogs are sniffing/playing, I’ll generally chat with the owner.  I’m in no way flirting and say this to every person (man, woman, etc.) who has a friendly dog.

So, I don’t think it’s odd for a dog person to want to meet other dogs and chat with the owner. But, if he’s doing this only to women, he’s probably flirting. It’s not the end of the world and doesn’t meant he would ever cheat, but you should talk about it and how it makes you feel. [/quote]
