I am a relatively new dog owner. My dog is friendly, and I am less so. But I talk to all the other dog owners all the time. I have no idea about anything related to the humans but I know all about their dogs.

Decide accordingly what amount of flirtiness you want to accommodate. It can be pretty humiliating. So choose how you want your marriage to roll.

Outgoing people chat with other people, OP. It's not flirting. It's talking.

Could be confirmation bias on your part. You are more likely to notice and remember it when it’s a female dog owner, particularly if she’s attractive.

Flirting is fun. It's not cheating. You can flirt with a stranger and then walk away and never see them again. If this was someone actually in his life that would be problematic. But some stranger on the sidewalk? Fine.

Is it possible that they are just talking, not flirting? I don't think the fact that the woman is laughing necessarily means your DH is flirting. Maybe he's just a funny guy?

I am a woman and have been happily married for 17 years. I also have the world’s friendliest dog who wants to play with every dog she sees on a walk. If based on the other dog and owner’s body language they might be up for saying hi, I’ll say something along the lines of “my dog is very friendly. Is it okay if she says ‘hi?’” While the dogs are sniffing/playing, I’ll generally chat with the owner. I’m in no way flirting and say this to every person (man, woman, etc.) who has a friendly dog.

So, I don’t think it’s odd for a dog person to want to meet other dogs and chat with the owner. But, if he’s doing this only to women, he’s probably flirting. It’s not the end of the world and doesn’t meant he would ever cheat, but you should talk about it and how it makes you feel.

By "chat them up" do you mean talk to them?

It's allowed for people to talk to other people who share their interests, in this case dogs.

I'm a married woman, although someone who sees me walking my dog doesn't know that. If someone, male or female, stops and talks to me while I am out with my dog, I assume you like dogs. Since I also like dogs, I might stop and talk to you, or I might be in a rush to get to work, and I'll walk away.

If he's asking them for their phone number, or making sexual comments, or following them when they walk away, then obviously that's a different story, but talking about the dog is fair game.
