FWIW, assistance with phone services started long before Obama. 
I knew a woman who lived in dire poverty who was diagnosed with stage 4 breast cancer. During a summer stretch where she had no phone she was unable to schedule or reschedule chemo appointments or find childcare. Ultimately a welfare check found her basically incapacitated due to pain (she had compression fractures in her spine where the cancer had spread) and was taken to the hospital.

Maybe we should institute tolls on all public roads and charge to use libraries. You want to read books, pay for it. [/quote]
