This recruiter has no interest in the hiring of American workers.  This is a bait email for data.  When they see the Visa status set to none or blank, they know it's an American.  They ask for a reference to bombard your references with calls in the hope of filling more positions with Indian nationals.  They use your contacts to do it.  DO NOT give them a reference, NEVER!

Not sure why you blame Dems for the H1-B visa and OPT. They came into being during the George HW Bush administrations(s)*. There have been some efforts among Dem politicians to the reform H-1B visa program: For example, recently Ro Khanna (D-CA) highlighted instances where companies have used the program to replace American workers with lower-paid H-1B employees, calling for reforms to ensure fair wages and job opportunities for U.S. workers (https://www.newsweek.com/democrat-h1b-visa-abuse-2008554). And there was a bipartisan bill by Senators Dick Durbin (D-IL) and Chuck Grassley (R-IA) H-1B and L-1 Visa Reform Act of 2023 (S.979) which did not advance. If the Trump administration wants to reform it, it has some ability to do so and, the Republican-led congress can also try to pass reforms.

Regarding OPT, it's been around since 1992 and currently allows international students on F-1 student visas to work in the U.S. for up to 12 months post-graduation, with an additional 24-month extension for those in STEM fields. Students are supposed to get jobs in their field of study. Only about a quarter of foreign students actually apply for OPT. And, of those that do, many can't find jobs, so I'm not sure it's the big threat that you think it is. It doesn't automatically translate into a longer-term work visa. It's meant to be of short duration.

*H-1B visas were first implemented in 1990 as part of the Immigration Act of 1990 and signed into law by Republican president George H. W. Bush. Ditto Optional Practical Training (OPT), which was officially implemented on July 20, 1992, during his administration as well.
