Brock is saying he should have his lights on, but it didn’t seem that dark and in general I think passing through structures with reduced visibility warrant slower speeds. Being TBI doesn’t warrant his behavior. [b]I’m a little confused that a 100% disability allows for operating machinery with risk to the public and leaping between boats in the water.
