What seems like happened from the exchange is Brock came zooming through through the bridge too fast and almost hit the kid. Brock is saying he should have his lights on, but it didn’t seem that dark and in general I think passing through structures with reduced visibility warrant slower speeds.
Being TBI doesn’t warrant his behavior. I’m a little confused that a 100% disability allows for operating machinery with risk to the public and leaping between boats in the water. But maybe it’s because he can’t keep an office job because of mental volatility?
