Congress Hall in Cape May, or Icona in Avalon might work
Congress Hall is part of a group of historic hotels and you have access to all their amenities. We stayed at a house across from the Virginia Hotel and it was fantastic. But it’s an old house so I wouldn’t recommend it if your kids are noisy. But check out all their properties.
We stay with our young kids at their Star Inn property across from Congress Hall - in the "suites" part of their inn, which is definitely more kid friendly. We walk across the street to the Congress Inn pool and amenities. We've also stayed at the Sandpiper (also affiliated). But I think a toddler would be ok in a room at Congress Hall proper moreso than my 2 young ES aged kids.
Do the Sandpiper - it’s a condo style. Having a kitchen with a baby is handy. They have beach service so they will set up the umbrella/chairs for you and bring you lunch. I loved it when my kids were little. Very easy.
