Congress Hall is part of a group of historic hotels and you have access to all their amenities. We stayed at a house across from the Virginia Hotel and it was fantastic. But it’s an old house so I wouldn’t recommend it if your kids are noisy. But check out all their properties.
We stay with our young kids at their Star Inn property across from Congress Hall - in the "suites" part of their inn, which is definitely more kid friendly. We walk across the street to the Congress Inn pool and amenities. We've also stayed at the Sandpiper (also affiliated). But I think a toddler would be ok in a room at Congress Hall proper moreso than my 2 young ES aged kids.

Cheasapeke bay Hyatt, but the food is not good and it’s on a river not the beach.
The Bellmoor, while nice, isn’t on the beach, and the Rehoboth restaurants that are nice aren’t baby friendly.
The Bellmoor has easy beach access though (2 or 3 blocks?) which is all she asked for.
