Thus, they spend on things (like education) from funds raised from taxes. The federal government does not balance a budget. So it can borrow and then send money to the states so they can spend that on things like education. If the federal budget cuts spending on education, there is nothing to return to the states, since the money was borrowed. The federal government could send money as block grants for items it really wants. I expect this. We will see funding tied to specific policies they want implemented.[/quote]
