While SAT is okay in general, it isn't for engineering. What is his math component? I would scrap that list and focus on a solid tier down - look at U of South Carolina, U of Tennessee, Alabama, Mississippi, if you don't like the South find those equivalents up north. I advise looking at the scattergrams on Naviance or whatever your school has, which will show his GPA in relation to his peers. I think this will be very enlightening - and whatever you see, it will be harder for an engineering student.
Alabama and Miss are likelies, but SC is much harder this year, my kid with over a 4.0 and 10 ap is deferred. Same with Tenessee, many many rejections and deferrals this year. JMU is also much harder if you don't have a 4.0, and I would think for engineering GMU might be too. I would really really have him work on the GPA. That is the best thing he can do. But the schools now on his list are difficult for the over 4.0 crew.
