Dishonest?  BOTH of those things were true.  Yes, there are gangs, but in the case of the apartment complex there was ALSO a shitty slumlord who tried to blame gangs when his tenants who weren't gang members complained about the crappy conditions and what is dishonest is trying to conflate everything into gangs gangs gangs and trying to deny the slumlord situation.
