Having had to move to the area in a similar fashion I would recommend looking into the areas where there is more balanced diversity of students and academics levels overall. This way you son has a greater likelihood of encountering more people of varied races that share his interest. Additionally, the schools will be more apt to pay attention to programming and policies. Also keep in mind where you want to live in relation to other things (job, transportation options, activities). Start with looking determining some areas you think you liked to live and then look at school profiles in those areas.
