Fire the people who are still in their probationary period and who would be entitled to minimal or no severance, I would guess. Of course, in this environment, if they were hired, they are also probably in jobs where they are really needed.  But, I’m 50 and have been a Fed for 20 years. That’s not correct. From OPM:
Age Adjustment Allowance
The basic severance pay allowance is augmented by an age adjustment allowance consisting of 2.5 percent of the basic severance pay allowance for each full 3 months of age over 40 years.

52 weeks is the maximum severance a Fed can receive in their lifetime. Perhaps that’s where PP got confused.
