There is a registration process (not saying this listing follows it, I have no idea). https://www.nyc.gov/site/specialenforcement/registration-law/registration.page This plus the City Council basically preventing any new hotels from opening, is a major part of the reason hotel rates have risen so much in New York the last couple of years.
