But those are some major limitations that states don't have.[/quote] This is a laughable excuse. The prosecutor DC residents voted for won’t aggressively prosecute juvenile crime. The YRA, slack prosecution of “juvenile” offenders and the attendant high levels of crime is exactly what DC voters want, because it’s the implementation of policies supported by people that DC voters have voted for. [/quote]
