Which part? I live in DC and I absolutely believe it as I've seen dogs at the grocery store almost daily for the last year or so. We almost never go out to eat but I would not be at all surprised to see multiple dogs on a patio or for them to behave really poorly with no action from their owners because I see stuff like that on sidewalks and at playgrounds and and parks all the time. Yesterday I was trying to cross a street with my DC (who was on a scooter) and there was a guy walking three dogs on suuuuuuper long leashes and the dogs were just running everywhere and tripping this guy up and I literally had to grab my kid up before his scooter hit one of the leashes like a trip wire. This was happening in the middle of the street with cars waiting and other pedestrians. The guy was like "hahaha so silly I don't know why this is happening" and literally everyone else was like "it's because you are being $hitty -- shorten the leashes and learn how to walk to dogs idiot."

I know a number of great dog owners (and plenty of great dogs) but hey are heavily outweighed by the terrible dog owners I encounter these days. A lot of people who have dogs shouldn't at this point.[/quote]
