Your two arguably highest level boys options in the DMV are right in the Fort Belvoir area, Alexandria MLS Next and SYC MLS Next.  Both are good programs and close, so while you said not really looking MLS Next, they're the two closest.  The next closest ECNL programs are going to be FVU and Arlington, but you'll be driving past both MLS options to get there.  The most competitive 2011 boys team locally is VDA ECNL, but practices are split location, one relatively close to Belvoir, one pretty far from Belvoir.  Suggest checking them out, but also comparing commute to exactly where your son will be going to school given life balance statement.  There are definitely other good clubs with options in the Belvoir area, but not up to the level you're describing your son to be at, and other ECNL/MLS Next options farther away, so would suggest starting with those five.
