VCU is big and has a mix of commuters, students living in dorms and students living in off-campus apartments. But I don't think it feels like a "commuter school," since it's an urban campus where the lines between the campus and the neighborhood blurs and it's not obvious that the campus has emptied out on the weekends. I don't think your daughter would be competitve for Pitt with her GPA unless she can raise her SATs well above 1510 and/or Pitt is seeking to increase minority enrollment. It's become increasingly competitive. If she can pull up her SATs (and you might want to encourage her to take the ACTs as well), some other schools that come to mind are Boston University and Northeastern, though I haven't looked at the minority enrollment percentages.
