The court can decide not to take an appeal for any number of reasons, including ripeness. Hundreds of certs. are denied every year.[/quote] That's literally the only thing you can conclude from a denial of a petition for writ of certiorari (i.e., that an insufficient number of justices thought the case was worth hearing).
