[/quote] The no paper rate began to rise in 2017, this isn't about Graves per se. Although he has been somewhat duplicitous in reporting slight improvements for media events only for the no paper rate to drop again immediately. And even the improvements are outliers re: other D cities by orders of magnitude. Graves is reliant on career staff and a large number of staff who are detailed for 1 year from other agencies and who have no trial experience.
