The no paper rate began to rise in 2017, this isn't about Graves per se. Although he has been somewhat duplicitous in reporting slight improvements for media events only for the no paper rate to drop again immediately. And even the improvements are outliers re: other D cities by orders of magnitude. Graves is reliant on career staff and a large number of staff who are detailed for 1 year from other agencies and who have no trial experience. So those that do hold a lot of sway.

The story goes around that there was a cohort of old timers who aggressively prosecuted even marginal cases, who all retired around the same time. The office culture changed significantly.

The elected AG handles juvenile crime. Where we are now is Racine’s legacy, unless you believe that criminals only start committing crimes after they turn 18.

DC voters aren’t capable of keeping their city safe. Nothing will be fixed unless Congress takes things into its own hands (presumably under GOP control). Get rid of the bad laws, get rid of the judges, and replace everyone at the USAO to start. There’s no reason why they can’t why they can’t start imposing 20 mandatory minimums for carjackings and getting super predators off the streets, for instance.

The AG does not have authority over serious crimes. It’s a vestige of DC’s lack of statehood and full home rule that we don’t control the prosecution of serious felonies.
