These are rates, so that is not an accurate average.  It's not clear what the correct result is, but I think the no permit would go up and the no CC permitted would go down, given the more populous states and how they compare.
Also, I feel the labels are wrong here, as WV, WY are where you do not need a permit for CC.[/quote]
