Per 100,000 firearm homicide rate (2015) Constitutional Carry vs No CC CC No CC AL 8.3 CA 3.52 AK 5.22 CO 2.46 AZ 3.56 CT 2.43 AR 5.34 DE 6.12 FL 4.66 HI * GA 5.73 IL 5.45 ID 1.29 LA 9.96 IN 4.61 MD 7.69 IA 1.62 MA 1.26 KS 3.35 MI 4.74 KY 3.96 MN 1.77 ME 1.14 NE 2.67 MS 9.91 NV 4.49 MO 7.92 NJ 3.22 MT 2.17 NM 4.69 NH 0.96 NY 2.07 ND 1.69 NC 4.54 OH 4.38 OR 2.35 OK 5.87 PA 4.34 SD 1.97 RI 0.99 TN 5.71 SC 7.55 TX 4.04 VA 3.29 UT 1.29 WA 2.32 VT 1.76 WI 3.18 WV 2.89 91.1/23=3.96 average (no CC permitted) WY 2.16 101.5/26= 3.90 average (CC permitted) https://www.statefirearmlaws.org/sites/default/files/2017-12/report_0.pdf
These are rates, so that is not an accurate average. It's not clear what the correct result is, but I think the no permit would go up and the no CC permitted would go down, given the more populous states and how they compare. Also, I feel the labels are wrong here, as WV, WY are where you do not need a permit for CC.
