Does equity not count for some schools? [/quote] It's not like they are keeping TPMS a lottery while making Roberto Clemente a first-past-the-post test-in magnet. They are differentiating between a program one applies to at 10 and a program one applies to at 13, under the assumption that broadening the pool at 10 will get you more highly qualified kids at 13.
