Lukashenko is friendly towards Russia. Belarus is probably close to rebellion itself. My guess is that the people are low on food supplies. By this time next year there probably will be a revolt / uprising to overthrow Lukashenko, if not sooner - which explains why Lukashenko is welcoming as many Russian troops as he can get.
