I'm PP 8/30/15:43.  No, but less than $20/hr means you are likely getting someone with no childcare experience.  If you are willing to go on trust that someone will take decent care of your child with no experience, you can.  But if you want someone with experience and references, you are likely paying close to $25/hr than to $20/hr (or under).
