The scores are not great so as to reduce the impact of the bad scores they space out the testing and reporting so that people might forget the test even happened.
Last year's results seemed off. One of my kids is scoring well over the 99% percentile on their MAP, a national test, but gets an average score on this new test just thrown together by the state of MD. It seems like their test may need work.
Here’s an anecdote to counter your anecdote. My kid also scores very high on MAP and literally got a 100% on the MCAP.
Mine was the opposite, they score about 100% on their MAP tests, but the letter I got showed their scores were average on the MCAP. This is in keeping with only 30% passing. I get that it's a new test that hadn't ever been given before 2021 but seriously they could at least try to work out the bugs before using it.
They started giving the MCAP in 2019.
That is incorrect. The PARCC was given at the end of 2019, but MCAP was first administered in the fall of 2021. Its rollout was delayed because of the pandemic. The article states it was their intent to phase out the PARCC after the end of 2019l. https://www.washingtonpost.com/local/education/maryland-to-ditch-statewide-parcc-exams-in-favor-of-homegrown-test/2018/09/13/0cce74f2-b2c6-11e8-9a6a-565d92a3585d_story.html Maryland students will see the last of the state’s PARCC exams — named for the Partnership for Assessment of Readiness for College and Career — during spring 2019. By that fall, PARCC will be replaced by new standardized tests.
MSDE's Maryland Report Card site shows MCAP data for 2019: https://reportcard.msde.maryland.gov/
