There are a lot of long-term substitute positions currently available. Needing to be certified to teach in Maryland is a requirement of the state, not MCPS. There are laws/regulations around it, including teaching out of your certification area. Starting as a substitute is a common way for people without state certification to get a foot in the door in MCPS. Then your friend would need to get certification as PP said, which is typically done through an approved program. The state website has info on how to start.
