Yes there is a do not hire list , has she ever left a school mid year or let her cert lapse?

This is normal. Schools aren't able to assess foreign credentials--there's a lot of countries out there. If your friend wants to teach, she needs to get the appropriate teaching credentials to teach in Maryland. It wouldn't be that long to do if your friend is really interested.

OP-is there any reason your friend be blacklisted? If not, then why doesn't she do what anyone who wants a job at a specific institution does--network with teachers currently at MCPS, principals, the central office etc. MCPS is bureaucratic and often incompetent and it's equally likely they didn't even look at her resume.

Part of the problem may be that she is too experienced. I also have 20 years of experience. MCPS said they would hire me, but would only honor 8 of my years. The HR rep gave me the impression they don’t like hiring experienced teachers because they are expensive.

May be. But the hiring practices are not that transparent though. We know someone who has excellent qualifications and experience but was passed on in favor of a particular candidate.
Not sure if it was due to EEO goals and Equity that plays a role in their hiring decisions.

A lot of teachers that can’t pass the Praxis get hired by private schools.

Has she applied to be a substitute? There are a lot of long-term substitute positions currently available.

Needing to be certified to teach in Maryland is a requirement of the state, not MCPS. There are laws/regulations around it, including teaching out of your certification area.
Starting as a substitute is a common way for people without state certification to get a foot in the door in MCPS. Then your friend would need to get certification as PP said, which is typically done through an approved program. The state website has info on how to start. Your friend should resolve the certification issue before expecting to be hired as a regular teacher.

She needs to pass the praxis 1. Praxis 2 in her subject area. And have all the required coursework in order to get a MD teaching license.

She could get a conditional certificate if she is in a high need area. But that means she would need to immediately start working on the above requirements.

The only time I've ever heard of someone having trouble finding a job is if they had left a MCPS position in the middle of the school year.

Then it should be no problem for her to get the credentials needed to teach in MCPS if that's her goal.
