In the past some states contributed more to the Highway Trust Fund than they received, but now the fund receives large transfers from the general fund. That money comes with conditions, one of which is a prohibition on tolls except as authorized under a few Federal Highway Administration program. DC would have to decline federal funds if it wanted to charge most of tolls proposed in this thread. [/quote]
