Not in a million years. The feds wouldn't allow it. The DC business community is probably smart enough to oppose it, too. DC is extremely reliant upon VA businesses and VA residents. Throwing up a barrier like that would only hurt DC.

They could toll the bridges to raise funds for replacement, with approval from the US DOT. However, it would probably be easier to ask Congress for the money. Every member uses the 14th street bridge to get to DCA. They’d be willing to provide funds from other taxpayers and avoid tolls.
